Once obtained, many players use it as their only mount in nearly all situations. That's why its basically a Legendary-quality mount, and the grind is about the same. The time to obtain a Legendary weapon without "cheating" (i.e spending gold) is ~1mo, and the time to acquire the Skyscale casually is about the same.
Finally completed what I thought was my last task to obtain the Skyscale mount , only to be at a loss. I just finished the Storm Tracker [finally after watching a video that shows a right turn and not a left turn! ] . According to the email "The perfect spot" , I need all the episodes of Living World Season 4. Ok.

The mount comes after the story. Though you do get rental skyscales through the story, but you could do the "require skyscale" step with a griffon and gliding easily. The skyscale rental just makes it easier. The only thing that's locked without the skyscale mount is a few achievements and the Vision legendary trinket.
The only mount the skyscale completely replaces is the springer. All the other mounts remain relevant for what they do the best. SKyscale is just the hovering mount, slower than other mounts but can mantain height momentarly. PD: I feel like people overhype the skyscale; it's really good, but the Griffon is the real gamechanger.
